Duke Faculty for Institutional Neutrality and Free Speech

Duke Faculty for Institutional Neutrality and Free Speech is a self-organized group of faculty at Duke University. We recommend that the administration formally adopt Principles of Institutional Neutrality and Freedom of Speech.

According to the Duke Chronicle’s recently circulated Faculty Survey, which gave respondents anonymity, more than 60% of Duke faculty respondents support institutional neutrality. See here.

Statement on Institutional Neutrality and Free Speech

With regard to institutional neutrality, Duke’s leadership will adopt the following:

When a contested social issue arises that does not directly concern the academic mission of our university, Duke’s leadership will not issue a position statement on that issue.
On rare occasions when a public issue arises that directly affects the mission of this university, our leaders may issue statements that articulate the significance of that issue to our campus community.

With regard to freedom of speech on campus, Duke’s leadership will adopt the following:

The University’s fundamental commitment is to the principle that debate or deliberation may not be suppressed because the ideas put forth are thought by some or even by most members of the University community to be offensive, unwise, immoral, or wrong-headed.
The University recognizes, indeed embraces, non-disruptive protest as a legitimate means of free expression, and as such supports the rights of all members of the University to engage in such protest.
Disruptive protest or other means of limiting the rights of others to engage in free expression, work, and open discourse is not acceptable, and is in fact a violation of the University’s commitment to free expression. The distinction between non-disruptive and disruptive protest is essential.
